About SHIRPA
Origins and Intent
SHIRPA™ was created to address a recurring organizational problem: the gap between stated intent and actual behavior.
Many organizations invest heavily in tools, controls, and compliance efforts, yet still experience misalignment, drift, and inconsistent decision-making. SHIRPA was designed to focus on the conditions that shape behavior, not just the mechanisms meant to control it.
The intent of SHIRPA is simple and deliberate:
Improve trust
Increase predictability
Strengthen decision quality
Enable timely, aligned action when risk exceeds tolerance
Design Philosophy
SHIRPA is intentionally:
Human-centered, recognizing that governance succeeds or fails based on how people understand and respond to risk
Framework-based, not prescriptive or tool-dependent
Alignment-driven, emphasizing coherence across people, operations, information, and response
Rather than optimizing isolated parts of the organization, SHIRPA is designed to help leaders see and govern the whole system.
