Origins and Intent

SHIRPA™ was created to address a recurring organizational problem: the gap between stated intent and actual behavior.

Many organizations invest heavily in tools, controls, and compliance efforts, yet still experience misalignment, drift, and inconsistent decision-making. SHIRPA was designed to focus on the conditions that shape behavior, not just the mechanisms meant to control it.
